ENVIS Centre on NGO and Parliament

The ENVIS Centre 07 at WWF-India was established on October 27, 1984 under the Environmental Information System (ENVIS) Programme of the Ministry of Environment Forests & Climate Change,Government of India. The Centre was assigned the responsibility for being the focal point for information on:

 

  • NGOs and the Environment
  • Parliament and the Environment

In the last three decades, users (NGO, administrators, cheap jerseys specialized agencies, researchers, school and college students, media professionals and others) have recognized the centre as a reliable and responsive source of information related to environment.

The ENVIS Centre regularly responds to several queries and requests for information on various subjects and topics concerning environment in India. In addition to the numerous queries through telephone and email, the Centre also handles personal visits by users. To fulfill its mandate of being a reliable and critical repository of information, the Centre has undertaken several important initiatives in the past such as publishing updated and compiled information such as directories on Environmental NGOs in India, Audiovisuals on the Environment, expertise in the Environmental Sciences, Campaign Support Services available with NGOs, environment in the Indian Parliament etc. Following the establishment of the Indira Gandhi Conservation Monitoring Centre at WWF-India, much of the ENVIS Centre’s database is now stored in computerized databases to facilitate easy access to data and speedier retrieval and updating of information.

 

A website was developed by the Centre (http://www.wwfenvis.nic.in), following the establishment of an ENVIS Node as a part of the Sustainable Development Networking Programme (SDNP) of MoEF, GOI in October, 2000 to December, 2001. To continue the activity of the Node after the end phase of SDNP, it was placed under the World Bank-assisted Environmental Management Capacity Building Technical Assistance Project (EMCBTAP) of MoEF, GOI from February 2002 to June, 2004. From 1st July, 2004, the activities initiated under the Node have been continued as a part of ENVIS Centre’s assigned activities. Under this, the ENVIS centre disseminates information on its website on environmental NGOs, environment related matters in the Indian Parliament and media apart from publishing a newsletter and answering queries from interested users.

Parliament and the Environment

 

 

The Indian Parliament is composed of the Lower House of the People (Lok Sabha) and the Upper House of States (Rajya Sabha). It is the highest legislative body in the country and constitutes a platform for voicing opinions on important matters of the country. The Members of Parliament having been duly elected into office on the basis of adult franchise in a democratic order, they represent the common man and the questions or debates in the Parliament therefore highlight the issues that are of direct implications for the common citizen. Taking this into consideration, it is highly relevant to closely monitor the information being exchanged during the Question Hour.

 

In 1984, ENVIS Centre 07 of the Ministry of Environment and Forests, Government of India, was established in WWF-India to handle environment-related information on the Parliament, NGOs and the media. The Centre has been actively monitoring parliamentary discussions on environmental issues. A substantial amount of environment-related information is exchanged in both the Houses of Parliament in response to queries and call attention notices raised by the Members. This information has been compiled and published by the Centre in separate volumes on a yearly basis. The data is procured from the Parliament Secretariat, New Delhi as well as from the website of the Indian Parliament.

 

Beginning from 2005, the Centre has enhanced the analytical section by adding several new features. One addition pertains to highlighting the participation of each political party through the number of ‘Green’ questions that have been tabled by the Members. The section of statistical and graphical representation is an important source of ready assessment of the trend of environment-related information being transacted annually in the Parliament.
